Who We Are

Our Story

  A HUD Continuum of Care (CoC) is a regional or local planning body in the United States that coordinates housing and services funding for homeless individuals and families. The U.S. Department of Housing and Urban Development (HUD) designates CoCs to organize and deliver housing and services to meet the specific needs of people experiencing homelessness in their communities. 

Statement on the CoC's decision to stop using the word 'stakeholder'

  The issue with the word stakeholder is that in a colonial context, a stakeholder was the person who drove a stake into the land to demarcate the land s/he was occupying/stealing from Indigenous territories. Continued use of the term can be construed as disrespectful of Indigenous people as well as perpetuating colonization and re-traumatization. After discussion and education, the CoC Governance Council agreed to stop using the word 'stakeholder' in all communications and implores all CoC partners to do the same. Examples of words that may be used in its place include 'interested parties', 'collaborator', 'partner', 'participant', 'member'. 

What do we do?

  1. Planning and Coordination: CoCs develop comprehensive, community-wide strategies to address homelessness, including identifying needs, gaps in services, and priorities for funding.
  2. Grant Administration: CoCs administer HUD funding programs, such as the Continuum of Care Program and Emergency Solutions Grants, to support housing and services for homeless individuals and families.
  3. Program Monitoring and Evaluation: CoCs monitor and evaluate the performance of homeless assistance programs funded by HUD to ensure they are effective and meet program requirements.
  4. Data Collection and Reporting: CoCs collect and report data on homelessness in their communities, including the number of people experiencing homelessness, demographic information, and outcomes of homeless assistance programs.
  5. Coordination with Service Providers: CoCs work closely with local service providers, government agencies, and community organizations to ensure that homeless individuals and families have access to a continuum of housing and services.


Overall, HUD Continuums of Care play a critical role in coordinating efforts to address homelessness at the local level and in securing funding to support housing and services for vulnerable populations.
