BACKGROUND
The MI 505 Flint/Genesee County Continuum of Care (CoC) is charged by the U.S. Department of Housing and Urban Development (HUD) to submit a community-wide application for homeless assistance funds.
The HUD FY 2024 and FY 2025 NOFO was published on July 31, 2024.

The CoC Program is authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11381–11389) (the Act), and the CoC Program rule found in 24 CFR part 578 (the Rule). The FY 2024 funds are authorized by the Consolidated Appropriations Act, 2024 (Public Law 118-42, approved March 9, 2024). The noncompetitive or competitive renewal or replacement of Youth Homelessness Demonstration Program (YHDP) grants under the CoC program, and HUD’s authority to issue a 2-year NOFO are authorized by the Consolidated Appropriations Act, 2024 and any FY 2025 funding will be authorized by FY 2025 Congressional Appropriation. FUNDS AVAILABILITY
The MI 505 Flint/Genesee Continuum of Care estimated amount of funding to be available is listed below.
● Annual Renewal Demand (ARD): $2,571,543
● Tier 1 Funding: $2,314,389
● Domestic Violence (DV) Bonus: $1,007,895
● CoC Bonus: $806,316
○ Available to create one or more new project applications. New projects created through the CoC Bonus must meet the project eligibility and project quality threshold requirements established by HUD in sections III.C.4.a. and b. of the HUD NOFO
● CoC Planning Grant: $335,965
MISSION and PURPOSE
The mission of the Flint/Genesee County CoC is a community working together to achieve access to safe and affordable housing for all residents of Genesee County.
The Flint/Genesee County CoC is a broad-based coalition of housing and homeless service providers, persons with lived experience of homelessness, advocates, and government representatives who work together to shape countywide planning and decision-making around housing and homelessness.
PROJECT APPLICATIONS
The Flint/Genesee County CoC (MI 505) is soliciting agencies to submit new, renewal, expansion, DV bonus, and CoC Bonus project applications. All New and Renewal project applications and supplementary materials are due by 9/13/2024, at 1:00 PM. Application and materials to be emailed to housing@flint.org
The Flint/Genesee County CoC supports prospective applicants and projects that address historic inequities for marginalized communities of color and other underserved and underrepresented communities in the CoC and produce high-quality services and housing opportunities that enable persons to remain and thrive in their communities. The Flint/Genesee County CoC strives to fund eligible applicants proposing to meet this goal with a project proposal that addresses the specific needs of marginalized communities of color, created in collaboration with community partners and persons with lived experience which support the Flint/Genesee County CoC plans and strategies.
The Flint/Genesee County CoC encourages applications from applicants that have never previously received CoC funds as well as from applicants that are currently receiving or have in the past received CoC funds. A single, consolidated submission of all selected projects in the Flint/Genesee County CoC will be submitted to HUD by the Greater Flint Health Coalition (GFHC), as the Collaborative Applicant representing Flint/Genesee County CoC. Greater Flint Health Coalition (GFHC), the Collaborative Applicant, which oversees the NOFO application process, will provide technical assistance to ensure that the process is accessible to all eligible applicants, including those who have not received CoC funds in the past for Continuum of Care Homeless Assistance funding from the U.S. Department of Housing and Urban Development (HUD). Greater Flint Health Coalition in collaboration with the CoC Executive Committee reserves the right to request that applicant organizations submit adjusted project budgets based on the amount of funding made available by HUD.

a) Threshold Requirements: All projects must meet the threshold criteria shown in the Threshold Criteria available on the Flint/Genesee 2024 NOFO page (https://geneseehousing.org/nofo/) and in the HUD NOFO.
b) Proposed funding for new projects cannot supplant funding from other sources.
c) Participants in CoC-funded projects must meet HUD’s eligibility requirements, which vary by program component. More information on the CoC regulations can be found at the HUD CoC Program Competition page.
d) Collaborative efforts by community agencies are encouraged.

NOTE: ALL AGENCIES INTERESTED IN APPLYING FOR FUNDING ARE STRONGLY ENCOURAGED TO REVIEW THE HUD COC PROGRAM REGULATIONS. PROPOSALS THAT DO NOT CONFORM TO THE REGULATIONS WILL NOT BE CONSIDERED FOR FUNDING.
