Announcement of FY 2025 Local CoC Program Competition

BACKGROUND
The MI-505 Flint/Genesee County Continuum of Care (CoC) is charged by the U.S. Department of Housing and Urban Development (HUD) to submit a community-wide application for homeless assistance funds.
The HUD Fiscal Year (FY) 2025 NOFO was published on November 13, 2025.
The CoC Program is authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11381–11389) (the Act), and the CoC Program rule found in 24 CFR part 578 (the Rule). The FY 2025 funds are authorized by the Full-Year Continuing Extensions and Appropriations Act, 2025 (Public Law 119-4, approved March 15, 2025). FUNDS AVAILABILITY
The MI-505 Flint/Genesee Continuum of Care estimated amount of funding to be available is listed below.
All projects must meet the project eligibility and project quality threshold requirements established by HUD in sections V.A.4.a. and b. of the HUD NOFO (pg. 53-55)
MISSION and PURPOSE
The mission of the Flint/Genesee County CoC is a community working together to achieve access to safe and affordable housing for all residents of Genesee County.
The Flint/Genesee County CoC is a broad-based coalition of housing and homeless service providers, persons with lived experience of homelessness, advocates, and government representatives who work together to shape countywide planning and decision-making around housing and homelessness.
PROJECT APPLICATIONS
The Flint/Genesee County CoC (MI 505) is soliciting agencies to submit new and renewal project applications.
All local competition project applications and supplementary materials are due to the Collaborative Applicant (Greater Flint Health Coalition) by Wednesday, December 10, 2025 at 3:00 p.m. Application and materials to be submitted via online form.
The Flint/Genesee County CoC supports prospective applicants and projects that support HUD’s new national priorities around treatment, recovery, required supportive services, advancing public safety, promoting self-sufficiency, and minimizing trauma. The Flint/Genesee County CoC encourages applications from applicants that have never previously received CoC funds as well as from applicants that are currently receiving or have in the past received CoC funds, including Faith-based organizations.
A single, consolidated submission of all selected projects in the Flint/Genesee County CoC will be submitted to HUD by the Greater Flint Health Coalition (GFHC), as the Collaborative Applicant representing Flint/Genesee County CoC. Greater Flint Health Coalition (GFHC), the Collaborative Applicant, which oversees the NOFO application process, will provide technical assistance to ensure that the process is accessible to all eligible applicants, including those who have not received CoC funds in the past for Continuum of Care funding from the U.S. Department of Housing and Urban Development (HUD). Greater Flint Health Coalition in collaboration with the CoC Executive Committee reserves the right to request that applicant organizations submit adjusted project budgets based on the amount of funding made available by HUD and recommendations from the CoC Rating and Ranking Committee.

NOTE: ALL AGENCIES INTERESTED IN APPLYING FOR FUNDING ARE STRONGLY ENCOURAGED TO REVIEW THE HUD CoC PROGRAM REGULATIONS. PROPOSALS THAT DO NOT CONFORM TO THE REGULATIONS WILL NOT BE CONSIDERED FOR FUNDING.
