The Flint & Genesee CoC recognizes the invaluable contributions of individuals with lived experience of homelessness. This policy outlines compensation procedures to ensure fair remuneration for their time, expertise, and participation in CoC activities.
This policy will be effective October 1, 2024
● Persons with Lived Experience (PLE): Individuals who have experienced within the last 36 months or are currently experiencing homelessness. PLE is eligible for reimbursement if they are currently not being reimbursed for their time by another entity.
● Compensation: Payment for time spent participating in CoC activities, which may include attending meetings, travel time, preparation, and other related activities.
PLE will be compensated at a rate of $50 per hour for the following activities:
○ Includes meetings with CoC staff or members to discuss agenda creation, presentations, and policy discussions.
○ Does not include individual preparation time.
PLE can choose to receive their compensation through:
● Direct deposit (upon completion of a W-9 form and ACH agreement)
● Checks
To ensure proper documentation and timely payment, PLE must submit the following details via email to housing@flint.org using this form here.
The form will include the following information needed for payment.
● Date of activity
● Activity name
● Start and end time
● Total hours worked
● Receipts for any transportation costs (if applicable)
First-time submissions must include a completed W-9 form. Payments will be processed and disbursed by the CoC’s Collaborative Applicant.
PLE must be a member of the CoC and complete this membership form. This application will ask for basic information. The Executive Committee will access the application and the availability for the PLE services with the CoC. The Executive Committee will approve all applications. Once PLE’s application is approved the Infrastructure Organization /Collaborative Applicant (IO/CA) will work with PLE to orientate them to the CoC and PLE processes.
PLE are eligible for reimbursement of transportation costs related to CoC activities that are approved in advance by the Chair or IO/CA.
The CoC is committed to fair and trauma-informed engagement practices, including:
● Offering various days, times, and methods for participation.
● Being transparent about time commitments and decision-making processes.
● Providing monetary compensation at industry-standard rates.
● Offering detailed orientation and preparation materials.
● Addressing resource needs (childcare, transportation, technology assistance).
● Providing emotional support structures for PLE.
This policy ensures that PLE are compensated fairly and equitably for their contributions, recognizing their essential role in improving the homeless response system in Flint & Genesee.
